The City of Riceboro periodically solicits proposals from qualified vendors and firms for projects, services, and improvements benefiting the City. Below is the current status of the City’s Requests for Proposals (RFPs).
Master Plan Update — RFP No. 2026-26
The City of Riceboro is requesting proposals from qualified planning and multidisciplinary consulting firms to prepare a Master Plan Update — the City’s primary policy and implementation document guiding land-use decisions, capital investments, redevelopment, and economic development for the next 10 to 20 years. This solicitation reflects a revised scope of work following the City’s August 2026 cancellation of the prior Master Plan RFP.
Proposals must be submitted in hard copy format and received at Riceboro City Hall by the deadline above. Late proposals will not be considered except as expressly permitted by applicable City policy.

Addendum No. 1 provides the City’s official responses to questions from prospective proposers and forms part of the solicitation. The proposal deadline is unchanged: November 5, 2026, 2:00 PM (EST), delivered in person or by courier to 4614 S. Coastal Hwy, Riceboro, GA. Except as expressly revised in the addendum, all other RFP requirements remain unchanged.
Highlights:
- Digital submissions will not be accepted; submittal requirements and deadline remain as stated on pages 13–14 of the RFP.
- No grant funding is included and no budget has been set for this project.
- A lump sum cost proposal for all tasks is acceptable; planning-level cost ranges are acceptable for infrastructure.
- The 30-page technical limit may be 30 double-sided pages; an 11×17 fold-out counts as one page.
- An authorized representative other than the signer may hand deliver the proposal.
- GIS parcel, zoning and utility data will be provided after notice to proceed. The Liberty County Joint Comprehensive Plan is available as a supporting document.

Proposals must be hand-delivered or mailed in hard copy to Riceboro City Hall. Proposers are responsible for ensuring timely delivery.

Past Notices
The City’s original 2026 Master Plan RFP was cancelled effective August 18, 2026, following a determination that revisions to the scope of work were necessary. No contract was awarded under that solicitation. The revised RFP above (No. 2026-26) supersedes it.
